Abp. Dolan is a politician.
When he arrived in Milwaukee, it did not take him very long to get very cozy with Wisconsin Right-to-Life. As you know, RTL is pro-life "with exceptions" and is agnostic on contraception.
Abp Dolan did maintain SOME relationship with Pro-Life Wisconsin, the A.L.L. affiliate here (orthodox Catholic all the way)--but it was clear where his emphasis really laid.
